The federal system, where more than one layer of government has jurisdiction over the same territory, is called federalism. In the United States, the federalist system emerged because the states evolved from separate colonies, which had diverse populations and different needs.

Culturally, we are urged to worship the Hollywood idols as opposed to the Almighty God, whom the founding fathers understood was the source of grace and wisdom that guided their miraculous separation from the largest and strongest empire then on the earth.
